Is foreclosure debt relief still taxed or not? - debt relief

Recently, it has been said that the IRS changed its rules, that debt relief for those who lost their homes in the exclusion and would not be taxed to guarantee to. As the situation is to change this rule?

Foreclosure is still considered taxable by the IRS.

Criteria
Canceled 2007,8,9 only.
The taxpayer is not bankrupt.
He lived in / owned housing for 2 years as rector.
The debt ratio to less than 2 million U.S. dollars.
The money was to only buy, build or improve your home.
(Disbursements).
Any amount that is not recorded in the income from the base of the house (but not below zero subtracted).

See Form 982nd (If you do not use this form, is regarded as other income.)
